Our mission is to establish sustainable Christian discipleship communities that foster healing in women and children that have experienced various forms of abuse through education, counseling, and biblical discipleship.

Dr. Paula Millsaps—President of the Board/Founding Director of Joel 2 Missions, Inc./Senior Pastor of Healing Springs Gathering
My name is Paula Millsaps. I am the Founding Director of Joel 2 Missions, Senior Pastor of the Gathering @ J2M, and President of the Board of Directors. Dr. Paula Millsaps has a lifetime of experience that gives her a unique understanding of the hearts of God’s precious ones that we serve through Joel 2 Missions. Born and raised in North Carolina, she served in various positions of leadership since 2008 including Children’s Church Director, Deaconess, Intercessor, and Prayer Ministry Facilitator. In 2014 she became a Certified Peer Support Specialist, WRAP Facilitator, and Illness Management and Recovery Trainer for the NC State Board of Mental Health through Coastal Care in Wilmington, NC and she completed Crisis Management and Chaplain training through the International Fellowship of Chaplains in October 2015. She completed her undergrad degree at Liberty University in December of 2015 and her Master of Arts in Christian Ministry-Pastoral Counseling in December 2017. She completed her Doctor of Education-Christian Ministry and Church Leadership through the Rawlings School of Divinity at Liberty University in May 2022. Dr. Millsaps is blessed to be the mother of two amazing young adults who both attended Cape Fear Community College in Wilmington, NC and a grandson on the way. It is her humble honor to serve the Lord, His people, and this ministry.

Berenieus Gilley-Vice President of the Board/Facilities Director of Joel 2 Missions, Inc.
Bereneius is happily married to Michael Gilley and together they have two beautiful daughters. She has served the Lord her whole life and is known throughout the Brownsville area as a woman of great integrity and kindness. Bereneius works as a sales rep for Lipari Foods and serves in many capacities as a member of Grace Community Church in Uniontown, PA. When she is not working, she can be found helping others in the community any way that she can. She came to know about Joel 2 Missions when Dr. Millsaps visited Grace and spoke about the mission. Ever since then, she has been a vital part of daily maintanence at our main facility in East Millsboro. Her gifts and talents are an excellent addition to the JOel 2 team and we feel immensely blessed to have her and her family in fellowship with us. She enjoys floral arranging, spending time with her family, and helping people.

Joy Shutterly Treasurer of the Board/ Social Media and Networking Coordinator for Joel 2 Missions, Inc.
Joy Shutterly graduated from the Indiana University of Pennsylvania in December of 1984 with a Bachelor’s of Science degree in Computer Science with a Concentration in Business. She has one daughter, to her first husband, who is now a Nurse Practitioner and raising two adorable children. Joy is now happily married to Jon Shutterly, who has been her husband since October, 2004. She has 3 additional grandchildren through her 2 stepsons and has a stepdaughter also. In 2010 she received a prophetic word at a local church, which started her on a new journey during which she sought after God. Since that time, she has grown considerably and received much healing and freedom since that time largely through her participation with Joel 2 Missions. Joy met Paula in 2017 and joined Joel 2 Missions soon after, through which she has mentored several women. In her occupation, she now manages over 20 developers at PNC Bank. She began a small prayer group at the bank in April of 2022. The prayer group started with just two people, has grown since and she believes that God is going to continue to grow his group and begin to bring healing to those employees who participate. Starting earlier this year (2023), she also began teaching Christian classes to the members of the prayer group when she felt led to do so by the Lord and these have been well received by the members. She enjoys exercise, reading, knitting, and her first cat, Mango (after being healed of allergies), but most of all, she desires to grow closer to the Lord and grow in her knowledge of Him.

Pastors Rusty and Melissa Elliott--Vice Chair of the Board and Secretary/Pastors of Transformation Christian Center
Pastors Rusty and Melissa Elliott are the co-founders and senior pastors of Transformation Christian Center in Moundsville, WV. Rusty is a U.S. Marine Corps veteran and, in addition to his pastoral duties, has worked for the USPS for more than 20 years. He is also an avid hunter, fisherman and gardener. Melissa has been involved in various pastoral roles since 1999 including the United Methodist Church, house church and para-church ministries. She is currently enrolled in Liberty University with the long-term goal of obtaining a Doctor of Ministry degree. Melissa is ordained through the Apostolic Network of Global Awakening and the church is also a member of the network. Both Rusty and Melissa are members of the North Central WV Emmaus and Chrysalis Community and are the Northern Panhandle regional leaders for the WV Prayer Alliance. They reside in lovely, rural Marshall County, WV and have been married since 1988. Rusty and Melissa are also blessed with three grown children, a daughter-in-law, and two beautiful grandchildren.
